Scope:

The product covered by this order is tetrahydrofurfuryl alcohol (C5H10O2) (THFA). THFA, a primary alcohol, is a clear, water white to pale yellow liquid. THFA is a member of the heterocyclic compounds known as furans and is miscible with water and soluble in many common organic solvents. THFA is currently classifiable in the Harmonized Tariff Schedules of the United States (HTSUS) under subheading 2932.13.00.00. Although the HTS subheadings are provided for convenience and for customs purposes, the Department’s written description of the merchandise subject to the order is dispositive.

US International Trade Commission Votes 3-3 to Continue Antidumping Duty Order on Tetrahydrofurfuryl Alcohol from China:  Continuation Order to Be Published.
On November, 20, 2009, the six Commissioners of the U.S. International Trade Commission voted 3-3 in the affirmative that there was a likelihood that U.S. tetrahydrofurfuryl alcohol producers would continue to be injure if the antidumping duty order on tetrahydrofurfuryl alcohol were revoked.  Accordingly, the U.S. Department of Commerce will publish a notice continuing the antidumping duty order.  Entries of tetrahydrofurfurly alcohol by Qingdao Wenkem and all other Chinese producer-exporters will continue to be subject to cash deposits upon entry of estimated antidumping duties at the rate of 136.86% of the entered value of the merchandise.


US Department of Commerce Finds Likelihood of Continued Dumping of Tetrahydrofurfuryl Alcohol from China, Awaits International Trade Commission Injury Finding to Continue Order.


On November 5, 2009, the U.S. Department of Commerce published  the final results of its antidumping duty sunset review of tetrahydrofurfuryl alcohol from China.   The Department of Commerce determine that dumping of tetrahydrofurfuryl alcohol from China would likely continue or recur if the order were revoked.  The International Trade Commission must now determine if injury would likely continue or recur if the order were revoked.  If the likelihood-of-injury determination is affirmative, the order will be continued for 5 more years.
